Connecting to the City's water and sewerage network

Our water and sewerage infrastructure includes:

  • drinking (potable) water reticulation
  • non-drinking (recycled) water reticulation
  • sewerage (including vacuum, gravity and pressure reticulation).

How to apply to connect to the City's water and sewerage network

The City has devised a risk based approach for all proposed work on the City's water and sewerage infrastructure in accordance with the Water and Sewerage Connections Policy Procedure. All proposed work will fall into one of three categories: low, medium, high. Depending on the category of work, a different degree of support documentation is required to be submitted by the applicant as part of the application.

When completing the form you are required to enter the total number for each risk category included in the application.

If the works are classified as low risk only, then you may submit an Application to work on the City's Infrastructure.

If the works are a classified as medium or high risk works, then an operational works (OPW) application is required. For OPW applications the applicant must request an OPW pre-start meeting before submitting the application to work on the City’s infrastructure. An OPW pre-start meeting can be requested by contacting the City on 07 5582 9034.

Building over or near existing infrastructure

If you are planning to build over or near our network you will need to get approval first. Complying with our guidelines is essential to maintain an effective network and protect the integrity of our infrastructure.

Before any assessments or applications are accepted for building works over or near sewers, water mains and recycled water networks, you must engage with a certifier. The certifier, in accordance with the Queensland Development Code, will guide the applicant through the application process with the City.

Examples include:

  • Building a shed, deck, or pool over or close to water and sewer infrastructure.
  • Building a retaining wall or fence over or close to water and sewer infrastructure.

How do you know what application you need?

Design plans must be certified by an appropriately qualified Registered Professional Engineer of Queensland (RPEQ), and pre-construction CCTV will need to be provided before any assessment by City of Gold Coast.

Failure to obtain approval

Any connection made without written consent or that facilitates discharge of prohibited substances into the sewerage system via the on-lot sanitary drains will be deemed illegal and will need to be removed at the owner's expense. This is in accordance with the Water Supply (Safety and Reliability) Act 2008 (Sections 191, 192 and 193). In such cases an infringement notice and/or fine may be applied to both the property owner and the corporation or business carrying out the illegal work in accordance with Schedule 1 of the Act.

Failure to comply with the rules and regulations shall result in fines, infringement notices and/or possible prosecution by the City.

Water and sewerage guidelines

South East Queensland Design Guidelines, Standard Specifications and Drawings for Water Reticulation and Sewerage Reticulation act as valuable tools for designers and asset providers within the development and construction industry.

These standards (available on the SEQ website) should be read in partnership with City of Gold Coast’s Planning Scheme documents.

SEQ Design and Construction Code

The State Government requires water and sewerage service providers in South East Queensland (City of Gold Coast, Logan and Redland City councils, Queensland Urban Utilities and Unitywater) to develop a uniform SEQ Design and Construction Code (Code) for the design and construction of new water supply and sewage assets.

The Code has replaced existing provisions within the councils’ planning schemes.

Flow and pressure testing

Developers of buildings (other than single dwellings or non-habitable structures such as garages) generally commission hydraulic consultants to design internal plumbing and firefighting systems in accordance with the requirements of Australian standards referenced by the Building Code of Australia.

For hydraulic consultants to design appropriate systems, information may be requested regarding the flow and pressure in the existing water supply infrastructure.

While it is the legal responsibility of a a developer/owner to ensure their buildings meet fire safety standards, the City offers an advisory service in the form of a Water Network Hydraulic Information (WNHI) Report.

To request a WNHI report for a particular property, please download the WNHI request form below and complete. The form should then be sent with payment to the address on the form.

Please note: Flow and pressure tests for private on-lot fire hydrants or tests that are required for fire safety compliance purposes once a building has been built, should be undertaken by private operators - refer to the Yellow pages for details.

Working near water and sewerage infrastructure guidelines

As our roads become increasingly congested, construction works are more frequently occurring around City of Gold Coast water and sewer infrastructure.

Due to this projected population growth, a new set of guidelines is now required to control how any construction works may affect City infrastructure.

The guidelines for working near water and sewer infrastructure have been developed to assist stakeholders (i.e. contractors, supervisors, project managers, designers, etc.) when undertaking works near City water and sewer infrastructure to ensure that the infrastructure is protected.

This guide was created in collaboration with the SEQ Design and Construction Code (SEQ Code) and the Water and Sewerage Connections Policy and Procedure.

Drivers for above-ground on-lot meter installations

The City of Gold Coast's large water meters have historically been located below ground in covered pits outside the property boundary, typically in the footpath.

Changing the large meter installation to an on-lot and above ground format allows:

  • location of the meter away from other services (e.g. electricity, gas)
  • easier access for customers to read their water meter and for future smart metering equipment installation
  • easier access to the meters to reduce customer water outage times during meter replacements
  • reduction of workplace health and safety risk issues associated with accessing meters in pits
  • extension of the life of the water meter and associated assets
  • consistency of metering configurations with other South East Queensland water service providers.
